Job Summary

The Anti-Trafficking Advocate plays a pivotal role in engaging and serving victims/survivors of human trafficking in Jefferson County and surrounding areas as needed, utilizing at:Project and J Bar J in-house services, contracts, partner agencies, and collaborations. This position focuses on outreach, crisis response, case management, and building a robust referral network primarily in Jefferson County but must be willing to travel throughout the region as needed. The Advocate coordinates with victims/survivors, addressing daily needs and working towards therapeutic goals. Additionally, the Advocate participates in collaborative evaluation with the at:project Program Manager to enhance program development.

Simultaneously, the Jefferson County Human Trafficking Task Force Coordinator supports the Anti-Trafficking Alliance of Central Oregon by convening and coordinating partner agencies in Jefferson County to develop a coordinated, trauma-informed response to human trafficking and commercial sexual exploitation. The Coordinator facilitates team planning, policy development, and technical assistance, ensuring effective communication and coordination between partner agencies. The collective goal is to strengthen the region’s infrastructure to better identify, serve, and protect victims.

Duties

Advocate:

  • Client Advocacy and Case Management: Provide trauma-informed support to trafficking survivors and at-risk adults/youth, addressing housing, legal needs, immigration remedies, and empowerment in Jefferson County.
  • Crisis Intervention: Guide and educate clients in achieving safety, providing strength-based support, and maintaining confidentiality.
  • Risk Assessments and Safety Planning: Assess clients for issues related to further abuse, offering options for ongoing safety planning.
  • Outreach: Coordinate with community partners for awareness on trafficking, plan and execute outreach strategies, and assist in the development of supportive services.
  • Accompaniment: Provide advocacy and accompaniment during law enforcement interviews, court proceedings, and other meetings.
  • Indirect Services: Attend meetings, case reviews, urgent-response line, maintain client files, and participate in professional development.

Coordinator:

  • Expand and Enhance Task Force: Engage, convene, and coordinate partner agencies to provide unduplicated services countywide or region-wide, including outreach, advocacy, investigation, legal, educational, healthcare, and treatment services.
  • Develop Working Relationships: Foster effective working relationships between partner agencies, ensuring coordination in identification and response to victims.
  • Protocols and Quality Assurance: Develop and monitor protocols, ensure effective case planning, and facilitate communication between partners.
  • Specialized Training: Plan and coordinate advanced training opportunities for task force members.
  • Data Collection and Evaluation: Coordinate data tracking mechanisms, monitor findings, and use data for continuous improvement in response and service coordination.
  • Community Collaboration: Lead communications, develop agendas, set priorities, and monitor recommendations for improving community collaboration.

Qualifications

  • Bilingual: Ability to communicate effectively in Spanish verbally and in writing is preferred.
  • Knowledge, Skills, and Ability: Strong and effective communication skills, conflict resolution, crisis intervention and knowledge of issues related to trafficking.
  • Associate degree in psychology, sociology or related field or equivalent experience.
  • Survivors of human trafficking are encouraged to apply.
  • In this role, the successful candidate must demonstrate the ability to work effectively in a hybrid work environment. This includes proficiency in managing tasks, maintaining open communication, and collaborating seamlessly with team members, whether in-person or virtually.
  • Valid Oregon driver’s license and CPR/1st Aid certification required or ability to obtain upon hire.

This dual-role position combines the strengths of advocacy and coordination, contributing to a comprehensive and collaborative response to human trafficking in Jefferson County and Central Oregon.
